Transforming HDD from APPLE to WINDOWS and Likewise.?

I have a regular Toshiba 350Gb 5200rpm NTFS, what would be the best way to turn it into Mac Os X journaled, that would support apple pc's and have EFI ?? And likewise turn a apple integrated HDD into a regular NTFS with bios.
